[0.7.4] Tier 1 Town Center not upgradable

Market? Check
Town Center was open when went from 29 population to 31.
5 months later, population now 32, and…
• No upgrade icon over Town Center even though “Auto Upgrade” is ON
• “Upgrade” button in Town Center popup is disabled
• “The Town Center does not currently meet…” on button mouse-over
• All three “Requirements” circles in Town Center popup are GREEN
Persists on save, reload. Re-save, re-reload.

Do you have the stone and planks needed?

Would have sworn that in prior games it worked like building: with the site open and “parts needed”
countdowns, then a assembly countdown. ::sigh:: An opportunity for more clarity here, Devs, since
I spent 5 “months” putting planks and stone to work rather than stockpiling them.

The “funny” thing about it:

You have to have it to press the button, but if you build other things, that need initially less, but make you unable to build it fully, then it’s no problem and you end up with not enough materials to build it.

So i don’t get the need for locking it in the first place, because when materials are missing, you see it clearly by the icons at the construction site.

Having slept on it, Devs, this here is a real newbie-trap that ought to get fixed.

The Town Center popup lists shelters, market, and population as “Requirements” but planks and stone
as “Costs” (and by implication not requirements). Yeah, they have the red circles behind them, but that
IMNSHO is not really enough clue that the “upgrade” build-something mechanic is different than the
“initial” build-something mechanic.
