Different from the one I posted earlier.
In the screen shot below you will see the the People UI says all the “Guard” Slots are filled, but in the Tower UI to the right you will see it is not. You can also see a few more tower in the background that say they are not occupied to this isn’t limited to one tower.
Looks like you disabled production at that tower. That is why.
With production paused, the tower doesn’t cost upkeep, but it also cannot be manned.
Well, that’s embarrassing…
There were about 8 of them like that… not sure when/how that happened…
