When a house is occupied by guardians or soldiers it doesn’t upgade or, maybe, it takes very long to upgrade. All the houses around have even less desiderability, but the one of the military people is not upgrading. I’ve seen this behaviour in several cases, the image is just the last one case.
You can see that they are not providing the house with food or anything. It’s always empty producing just residues.
