Whenever I upgrade to Tier 3 and a bunch of homesteads upgrade to large houses, no matter how many clothes I have in stock, if it is in cold weather, I get a bunch of 1 year old children dying of exposure inside these large houses. No children inside homesteads or shelters ever die, only those in large houses. This has been pretty consistent throughout the patch, but I am not sure I have seen it reported - probably because not many upgrades happen just as the temperature hits freezing.
Those homes would need to be stocked with firewood. Clothes/coats will not prevent deaths to exposure in winter.
Homesteads that are stocked with firewood that are upgraded to Large houses should stay stocked with firewood, and indeed do (or at least, they do not give out a no firewood indication). But the children still die nonetheless.
