When would you recommend starting AoM and FG on normal and elite and would it be to finish them for levels and exp or just to unlock certain factions?

I personally play AoM on all difficulties and skip FG on elite. But you definitely should unlock the factions. If you haven’t played FG and don’t have movement runes in your stash, you can rush to do few quests and get some reputation to unlock them (either FG faction).
Levels does not matter that much in this game because monsters scales with you. Levels are basically just important to meet level requirements for better gear. Reputation will unlock augments and other items that is only sold by faction vendors.

I now finished AOM with 69 HC Veteran. Its not really hard with this build.

I found this Helm with 69 and i think its very good.
The helm is meh, you want the base that gives more vitality RR to swarm. That belt is suicidial for HC 
Level 20 pants too.

Why is the belt not good with so much dmg ? the pants i have only for the resists waiting for finding some better ofc. when i use the pants from nery i have not all resis max because i put an ancient plate in it instead of silk swatch. i will look if i have a vitality rr helm
I found one Aggressive Korvan Casque of the Eagle 10% vitality rr so this is better ?

you need armor. Pants you have are very low on armor

Looks better, try to get some augments for resistances and maybe a tankier shield (with phys res affix)
