If you’re takling about the relic, its a random drop. But if you mean the medal, it needs to be dropped on a lower level character. You can also use the celestial blacksmith in Tyrant’s Hold to craft lower level legendaries.

why no imp / aetherfire? other vire mights builds are in love with the devotion
I think proc damage is negligible most of the time and these devotions require a very strong proccer which this build lacks. Vire needs to be used for Eldritch Fire or Dryad in my opinion.

I’ve pivoted to this build after trying to level a Templar using AAR/Comflaguration which I just found unsatisfactory. To be honest it’s fun and effective pinging around like a pinball.
But that end game build, hats off to you if you actually farmed the Vanquisher pieces. It took me 60 runs to farm up the Krieg set but that’s not behind the skeleton key dungeon and was reasonably quick to run taking in all the bosses that drop the pieces. Not spending longer and a key for the small chance one piece will drop! Think I’ll stick with a hybrid of the two as I’ve got most of the non vanquisher end game pieces.
I noticed there are some differences between skills/devotions between the budget and end game build, is it not worth switching over if you haven’t got the vanquisher set?
My experience is that the Vanquisher set is pretty easy to farm. I tried it out some time ago and got my pieces after 3x Ancient Grove, 2x Steps of Torment, 6x Bastion of Chaos - couldn’t find my data from Port Valbury but i know @romanN1 was testing farming it at the same time and didn’t find a piece after 6 runs. Maybe my rng was just good!
The differences in devotions are mostly due to gear missing providing flat RR, so the budget version has to pick up Elemental Storm.

2 years ago (v1.1.9.8) it took me:
17 runs of Port Valbury, 15 runs of Bastion of Chaos, 4 runs of Ancient Grove and 5 runs of Steps of Torment.

I actually got the complete vanquisher set in one play session.
Found the first piece in the Steps of Torment and then decided I might as well continue. Found the second piece in Valbury. At that point I didn’t dare quite lest my luck run out, and sure enough I got the other two pieces as well. Luck? Weird random seed I hit? Either way, I got it.
… then I got bored of the templar I was levelling to use it and never even equipped it. Made it an Aegis/RF hybrid auto-attacker/dot-caster character instead.

Templar was made when I didn’t really know what I was doing but I’ve set a goal of getting all my characters up to 100 and end game gear them before I start another 
. Also made a Lucius Aether Battlemage but that is surprisingly effective and fun to play.
I will persevere a bit more, I’ve run AG and SoT numerous times and I’ve not seen a piece drop, I was farming for other pieces for other characters and I relentlessly horde gear before having a clear out.
