The smart answer is to not level with retaliation, but to instead level with 2-handed Savagery or Forcewave.
That would be starting with Shaman and using any two hander or a Barrog’s Bloody Arm to star with, until you can get yourself a Troll Bonecrusher at level 21.
From that point forward, you build around Savagery and survivability, and keep getting a new version of the Troll Bonecrusher every 10-20 levels.
Alternatively, you’d level as a Forcewave Soldier, once again with a 2hander, and aim for the Obsidian War Cleaver around level 30 and on.

But, of course, I assume that’s probably not what you’re looking for (leveling with a different build, farming all the endgame gear, and only then switching to retaliation).
You’re probably looking to level with retaliation, starting as soon as possible, to pretty much play the “playstyle” as you’re leveling.
And I assume you do not already have all of the end-game gear saved up in HC?
I would recommend two things, even though it’s not a step-by-step guide, but hopefully it’ll help.
First: Read this guide by Paikis: Beginner HC SSF Guide to Leveling a Retaliation Warlord : r/Grimdawn
- This will provide some guidance about the struggle of the first 40 levels or so (even though it’s for a Warlord).
- But the gist is to stack retaliation/proc-on-being-hit/resist/health-regen gear
- And to rush for the Counter Strike skill as best you can
Then you would hope to get the Perdition set around level 40, followed by the Champion of the Light set around level 72.
Since you do not have the “added retaliation damage to Savagery” for an active attack skill until you get the endgame build geared up, you would want to focus on Grasping Vines, and specifically, Entangling Vines.
So throughout your leveling, I would recommend you aim for this setup:

- Which should allow you to farm all the endgame gear, while keeping a similar playstyle while leveling and farming
