Oh, its the frifin relic. It has 40 to 60 spirit. I guess mine was low roll.

ye that can happen, some builds are so right on spot with attribute that if an item (or couple) lower rolls then manual redistribution has to be made (or recrafting, but can suck for ex relics)

blacksmith craft bonus don’t apply to relic, so doesn’t matter, relic completion bonuses are their own RNG pool regardless
