Sometimes I try a new Celestial and if I don’t see a distinct graphic (which many have) I wonder if I have bound it to something that doesn’t work. For example I bound Rumor to my Savagery (15 percent) and after a couple of runs in the game I’m not seeing an eye popping graphic. What do people do to confirm if something is working? Look on youtube for videos ie search Grim Dawn Rumor or something?
Some devotions (Rumor, Acid Spray) have a very small and bright effect popping on the target you hit. I personally never see Acid Spray proc, but Rumor is fairly visible.
If you want to check it they proc, go to a Training Dummy and spam the appropriate skill that has the devotion bound to it. If you have to, un-equip your gear that has a skill proc for better visibility.
This. If it helps, Rumor is signified by a bunch of small turquoise (I think) circles falling over your enemies head. It can be hard to see with other debuff icons going on.

It also spreads to nearby foes. I just hit one training dummy and the other one got “infected too” after a second
