About binding a constellation power to counter strike

Counter strike is a toggle skill but it only has about 25% chance to activate (from the description). If I bind a constellation power to it will it only have a chance to proc when counter strike activates or all the time when counter strike is toggled (like all other toggle on skills).

Thx! Currently I’m afraid to bind anything to counter strike because I feel it might have way lower proc chances than on other “normal” toggle skills.

Binding a constellation to counter strike would work the same as binding it to oleron’s rage or field command.
As long as it is toggle the constellation can proc.

As a rule, if a constellation proc bind to a skill gains xp, it can proc in game.
