Well, CtC skills are fine (they worked quite well in Diablo 2, even if you had only few of them), as long as they don’t work like artifacts in TQ. That is, never when you actually need them. The cooldown was so long, the skill was usually wasted on some minor mob and was on CD when you got to a boss for example. I really hated some artifacts in TQ because of this, and only focused on artifacts that provided permanent bonuses.
If the CtC skills will have balanced cooldown-CtC-power ratio, they will probably add to the gaming experience, just don’t make them like the skills from artifacts in TQ (usually quite powerful, but with silly long cooldowns AND a chance to cast).
If the balance is good, then woooooohoooooo . More affixes to make “tha LOOTZ” more interesting is always a good thing. 'Cause it’s all about the loot.

Same here, I ignored the skill-effect when deciding what artifact to use as it never triggers when you want it to. On the other hand that does allow for some overpowered skills which otherwise make the game too easy.
All the time I played, my Icon of Zeus (6300 - 7700 Lightning Damage) only triggered once when it actually made a difference, killing Toxeus after he had hit me.
