Does it:

  1. Work off attacks with no weapon damage component?
  2. Does it affect all your cooldowns globally (i.e. reduce all cooldowns by 50% when it procs), or just the spell that triggered it (i.e. cut off half of Devastation’s cooldown if it procs it)?

this proc is a bit special since it doesnt rely on attack
its proc when you press the skill (affect only the skill you activate), it gonna roll if you have the cdr reduction or not.

What if I equip 2 this rings? Do their procs overlap?

you have higher chance to proc, however i dont know if the %chance is additive or multiplicative
