If not then I nominate this legendary on the first place in the “most useless legendaries”.
Seriously, with such stats it had do be a blue item. That feel when the best part of the item is actually it’s armor rating.

It’s not useless, lol.
Some heroes and bosses use skill disruption, and it may cause serious problems to many builds. For example, one or two Chtonian heroes (just met one of the in BoC).
If you play Hardcore or farm Crucible, it may be wise to prepared to skill disruption too.
Stats are a bit underwhelming for Legendary, true. But same could be said about Pretty Great Pants.
A couple of Cronley’s Heroes use some kind of grenado/canister bomb that disrupts your skills. (I can’t remember their names, but you often meet them when you are searching for Fabius arround Cronley’s Hideout entrance)
Without any resistances to skill disruption, you may get unable to use skills for 1s - 3s. It’s not that much of a threat on its own but it can serioulsy turn the tide if you have let yourself be surrounded by trash mobs at the same time.
(Unable to use Pneumatic Burst/Blood of Dreeg for a quick healing or popping up Mirror of E. can really put an end to your adventure on HC)
Those legs have a nice resistance set, a huge chunk of spirit, and a reactive knockback which is actually pretty nice for ranged characters. The disruption protection is a nice to have but hardly the only feature of the item.
With that said, yeah, I don’t go out of my way looking for disruption protection but I’m certainly not unhappy to see it when it’s there.
Those pants are not that bad. Could use some stats boost tho.
There’s a Rotten Soldier hero that summons a pool of poison that constantly deals disruption. I think it’s Abner the Forsaken One or something like that.
YES!!! The RAT in Hannefy mine for example. Try fighting Fabius with him around is he spawns there. It’s very annoying. There is another Bandit hero with even longer skill disruption but less damage than the rat.
Other noticeable mention is Puv’ Daroth a Harbinger and frequent hero in BOC. He can eve spawn twice per session. He is poison based and distrupts you on every pulse of his poison skill. Trolls you as you try to cast something between pulses. Can be the difference between life and death if you are in a tight situation and you cannot SS or Blitz out of there or use Mirror and Blade barrier.
Anything with Occultist using Possesion have it easy here with 100% skill disruption protection.
And finally Fabius Spawning with Inquisitors affix that has 10% Chance of Disrupt target’s skills for 1.5 Seconds. Very annoying.
Not saying I like the pants at all just that it’s not a bat stat to have in whatever amounts.
Does someone actually use this one, at least switching to it when dealing vs skill disruption?
Me. For one of my character. But I would prefer chances on hit, not on melee…
Heh, I actually just equipped those for a new build and called it ‘optimal’.
I think about using them on my Witchblade for Crucible runs. I dont want to die just because some mob disable my skills for 3 seconds…
I actually kinda want those on my savagery druid
those pants are pretty mediocre, probably not the worst in the game though. The proc is decent if it suits your build even though the stats are underwhelming.
Skill disruption is rare, but for pure casters it’s just as deadly as being stunned. If there was a boss that disrupted skills then more people would probably seek out skill disruption resistance, but I think only a couple heroes have the ability to disrupt skills.
Giving the item 200-300 hp would put it in a good place though.
Ancient Shambler can, iirc.
