Are the wagoon shops only a production facility or are they a production facility and a transportation company? Will several wagoon shops increase the number of transports or are the number of transports goverened by other things?
They are both, they build their wagons and then use them to transport stuff from pits, mines and work camps. They also stock temporary shelters if you have any of those in outlying areas.
