It doesn’t makes sense that this passive only applyes to the inquisitor runes, when both the storm box and the horn are also artifacts used by the inquisitor.

If AH affected SB it would have 0 sec CD
Would each application stack? WoP and Pox have a 0 second cooldown and don’t stack. What would be the factor that would make no cooldown SB “op”?
well in my experience SB is much more powerful end game damage wise than pox. Stronger single target than both pox and WoP (together) without stack cause of tether. of it stacked at 0 CD…well remember TQ squall spam?
I also think tether is the one that procs devotions once you get it and it gets interesting with allagast 
PErsonally I think it’s base CD should just be reduced a bit so you can have fun with more tether from the start
Does anyone ever use Horn of Gandar? Seems like most underutilized skill in the game.
Nope, never. Same for codex of truths.
I used it for levelling once in the same way as Flash Freeze clears trash quickly and to bind Living Shadow to temporarily as the cooldowns for both match up.
Never used it on an endgame build though, maybe it could fit on Electrocute builds with 1 point and that one skill modifier.
I use it, for time dilation procs…
