The Inquisitor Exclusive Skill - Aura of Censure, does the radius range mean that only enemies within that distance are afffected by the -% to elemental resistance. Or does the radius apply to allies that will receive the bonuses of the Aura and the -% to elemental resistance is to any enemy hit while the aura is active.

It applies to enemies only. If they’re within it’s radius, they receive all of the Aura’s effects as debuffs.
I started an inquisitor + demolitionist recently and figured it wouldn’t be very useful because I’m runnind dual-weild pistols. But since then I started using the “Inquisitor Seal”, which I believe can only be placed close to your character. After using IS a bit I can see the aura working fine if I’m going to be kiting mobs into the IS anyway.
There is also a Gaze of Empyrion helmet which adds 4 meters of range to the aura, if you are interested. It adds a couple meters to Vindictive Flame too.
