Bakery requires desirability to upgrade but does not list current modifiers like houses do

I just expanded my village into a new neighborhood and right away plotted down a bakery to boost bread distribution but noticed that I cannot upgrade it because it requires a desirability of 50 or more. The homes give us this nice list of modifiers we can see is contributing to the desirability, and when you press G you get an overlay showing the effective percentage on each house, yet the bakery has none of these things. It seems like either a bug that it lacks these extra features to show the desirability factors, or that it is bugged that it requires a certain desirability to upgrade to begin with.

So I just swapped it out with an existing Pastry shop so the bakery could get upgraded in the main town and the Pastry shop is none the wiser about desirability requirements.

Oops, not long afterward, the Pastry shop moved into the new neighborhood flagged a warning that low desirability is making residents want to leave. So add that to the bug, that the bakery/pastry shop is being treated like a shelter in terms of desirability requirements and consequences.

I think it is actually telling you that upgrading to level two will take the desirability boost from 27% up to 50%. I never noticed it there before, but that is how I would interpret it.
