Battering ram attacking but did not accept/deny prompt - 0.7.5d

There are two “hard” raid bugs:

1. pretty self-explanatory: the battering rams should not attack unless the prompt is denied. Otherwise, you can lure the battering rams to your city, kill them, then accept prompt, resulting in an easier raid.

2. The raider spawn location changes after you save the game, close the game, then reload the save. This allows you to “save scum” the raider’s location, for possibly a more favorable location (for you, such as higher defenses) in your city to attack.

To add on to this with a small bug:

If you save the game while the army is there with the message then load the game and pay them off- the entire army will leave but the battering rams will still attack by themselves.
