For some reason, starting today, the amount of births has gone down in my city. I’m in the middle of one of those die-offs of a large elderly population and sometimes I get 15 or more folks dying of old age at one time. Since I’m in a steady state population of 1400 (no new houses are being built) those die-offs are usually replaced the next quarter by a combination of births and immigration filling me up to 1400 population again. Now, I’m only getting a few births and no immigration and the population doesn’t fill back up to 1400.
I was getting anywhere from 10 to 20 births at a time to fill up the population, now I’m only getting a few every quarter. Has something changed?
Number of births depends on food reserves and number of fertile women (ages 18-38) and is capped by maximum housing.
Having 10 months of food stockpiled will maximize chances of births.
Immigrations also significantly depend on free housing and food reserves.

Whatever conditions in the game that were causing this have since gone away and births are back to normal. I just had 27 folks die of old age and got 27 babies next quarter, so back to normal.
You have to wait for many elderly people to die and there to be population change. These elderly people are occupying many houses, there are 289, a very high number. You must allow many years to pass for population turnover to balance
