When clicking on any building the wording “Current tier: 1/Next tier 1” seems incorrect. It should say: “Current tier: 1/Next tier 2” etc. This is the same for all tiers.
Welcome to the forum. 
This depends on the building, not all are upgradeable. Bakery, pubs, for example are only tier 1 and can’t be upgraded so that information is correct for those.
I would like to see this in context but is this usefull in any way ?
It seems as too much wording for stating current and next tier of a building.

Current Tier: 1 / Next Tier: 2
vs.
House - Tier 1 / 5
Bakery - Tier 1 / 1
I have the sense there is too much information on some issues and too little on others.
I would like to see this removed / simplified and make room for more useful information.
Sometimes less is more …
