Have a new building “Maintenance Shack” (Tier 3) with a movable radius circle.
Workers can be assigned to the Shack and their job is to repair and upkeep every building within its radius. They will stock planks, stones and bricks in the building. They run around and repair any building within x% of repair (you let the player use a slider bar to adjust what % he wants them to kick in) min 10% max 50%. The workers in the Shack are strictly maintenance and do not build.
I think they need to have a tier list of what to repair first, I just had 7 builders repairing wood fences around my farm, while my houses are burning down 2 feet away. Ended up just deleting all my Farm fencing so that my houses would not be condemned. Unsure as to why tier 1 wood fencing has a durability, yet Palisade Walls do not (I’m glad they don’t, I’d need 100 builders)
Right now I’d prioritize stone farm walls over stone paths, that or delete your fences when they drop below 50% and rebuild… stone walls have no durability so If you can get them up sooners its probably more beneficial (if they don’t change wood fencing.)
