Yes you can, same npc in the corner of devil’s crossing, it just requires aether crystals on top of iron bits.
There is a potion for resting devotion points as well (it resets all at once), but you have to farm nemesis spawns 
The NPC is in the opposite corner of the vault guy. Off the rift game go all the way across town, up the stairs to the right, its the same that respec skill points. Its a bit expensive since it requires items, but you can farm pretty easy in certain areas
