Does Carnage reduce affix proc cooldowns? Likewise, does cooldown reduction?
It only affects active skills with cooldown like Blood of Dreeg and Overguard.

active skill cooldowns refers to any “skill” that is currently on cooldown. active skill’s cooldown is how you interpreted it. since affix procs are labeled as granted skills, logically they should be effected.
if it’s indeed true that affix procs are not effected, then it is simply written wrong. either way, you clearly cannot read.
skills from items are not subject to Any CD.
Belgothian does affect most Devotions though
