chance of retaliation and retaliation added to attack

pretty much what the title says, let’s say I have this item https://www.grimtools.com/db/items/11303 which says 25% Chance of 4840/7260 Poison Retaliation over 5 Seconds, if I have 10% retaliation added to attack (to, let’s say, fervor) would this be able to proc with 25% chance at 10% of its power with every attack?

RDATA only applies your retaliation damage to your skill, nothing more, as far as I know.

i know that things like 10% chance of 100 phys damage applies to every %weapon damage attack/skill proc, so I was hoping this worked in a similar way with retaliation.

I say the answer must be YES, cause otherwise Callagadra would not be as powerful as it is on my oppressor.

The divinesteel shoulders contribute a HUGE increase in DPS (Damage can only come from retal in this build).
And this is ONLY possible if the 20% chance of retal add to the attack. As far as I remember the displayed retal damage does not rise, but the DPS indeed.

Well, we can say my DE sometimes ticking for 230 - 288k vs. ranged enemies is the “test”.

Yes, obviously, it works exactly like that. 25% chance remains untouched, but damage will be modified by “% retaliation added to attack”. BTW, that damage will NOT be affected by things like “damage modified by X%”.

Indeed, it’s a good boost to DPS for 1 item, though for that particular build those shoulders arent that great due to lack of resists/OA.
