The gap is in noting how sets can block MIs. With those discounted you’re just looking at a sea of purple and whatever floats to the top gets called out like a baby Ruth bar in a swimming pool.
Full sets usually works better for a skill, compared for mix items, because of big skill bonuses/mods skill can provide. Harra is way off though. So definitely needs a buff. But reading this topic, I actually can change my mind a bit. PB spam can be boosted by buffing MI items with certain mods and create even better/stable version either as Infiltrator or SB and Harra to boost(but really well) PB on CD. Cause now it do neither well…
The defensive part also needs a buff. Seems not very well when only with 2 Seals of Might build has hardly balanced resists with no option to use a single coldstone for a bit better damage.

Deathbound ametyst certainly needs some love. Only the frostburn is advantageous, CS is nice. But conversion is reduntant.
An ok-ish Gargoyle belt + Dreadchill grasp and you are pretty much set on vit>cold
