In my opinion, no. Just use Flashbang for DA reduction.
At max rank, there’s a 25% chance of +125% to all damage. I have +126% attack speed with my rifle. I was thinking that MA would proc a lot and end up being an appreciable DPS gain.
Does +% to all damage literally scale each component of that attack by 2.25? I must be wrong. 
125% to all damage barely increases your damage. It’s literally just every damage modifier gaining a 125% increase.

Still worth a point for the flat phys damage converted to fire. Also it’s a new source of % weapon damage so you will apply more burn damage from your weapon and devotions.
Different sources of % WD dont’ stack dots, the strongest % WD skill just overrides the other ones
