Does the “22 Reduced target’s Resistances for 3 Seconds to War Cry” stack with the reduced RR granted by Terrify?

It does not, a flat number never does, it needs to say -x% to stack.

Newbie trap indeed, I find it odd that it exists with a slightly bigger value. It’s just not that attractive, could give rather some different bonus like less cooldown on war cry itself.

I agree. What is the point in getting that conduit? 3 Points in Terrify give 18rr and just maxing out the modifier gives 35 phys rr.
