Cooldown PB animation should be based on cast speed

While Frenetic Throw is based on cast speed, regular cooldown Phantasmal Blades’s attack animation is based on attack speed.

This may have made sense when Old Time Dilation was around. But now it is inconsistent for no reason. Cooldown PB’s animation should be based on cast speed.

BTW this issue also affects Silver Spread, Chillwind and other similar skills. It would probably be good to have skills with the same animation be based on the same type of speed.
