As you can see in the screenshots below. The Writ is applied and there is no + sign in the faction window.
I purchased a second Writ to make sure. Closed the vendor window and tried to apply it.

You are already Revered with them so Writs and Mandates will not be applied since your rep with them is already maxed out.
The thing is that I used the Writ a while ago. Before I was revered. I only noticed this “feature” after I hit revered and was looking at my faction list.
In which case that is a bug.
If I need to upload my save. Please let me know.
It’s not a game breaking issue but it makes tracking faction progress confusing.

but
are you absolutely 3000% positively sure you actually had a faction booster applied to that specific toon for Coven “ignoring what the red tooltip says”?
because, when you are revered, even if you have no booster applied; that red text will appear and is normal since maxed out
