I’ve noticed that WPS get the same proc chance as spammable abilities. It feels that WPS perform much worse at achieving a proc versus a dedicated ability such as Fire Strike/Savagery, yet are given the same proc chance.
I suggest that since WPS by their nature are not always active during every single attack, increase the proc chance for devotions when the assigned skill is a WPS.
The thing is, WPS have 0 CD, and you can get both a WPS devotion proc and a Attack Replacement devotion proc on the same attack. The balance point for them is they are costless, and plenty of them have AoE or multi-hit mechanics, meaning the “low” proc rate is actually higher than it looks after you realize it hit 3+ targets.
CD on WPS is irrelevant if nothing else. The OP raises a valid concern. When you have a 15% chance for a devotion proc on a WPS that has 20% chance of occuring (assuming it is maxed), it becomes a 3% chace for a devotion proc. The benefits of WPS are known already but the synergy with devotion procs is just not good.
