Currently Casters and Caster hybrids and certain Dot builds tend to be the most powerful crucible builds and dominate in general
Control over a devotion proc is according to situation. Example:
On the 2h Hellbornce Purifier I posted here I bind eldritch fire to Storm spread in main campaign as it works great. But, in crucible i bind it to BWC because I need to know I have RR active 100% of the time, even when I kite. So control over comfort can be a good thing:)

You provide a good example and it might mean that it’s something to be looked at then. I’m just scared it might cause things to spiral out of control.
Devouring Swarm is a debuff, recasting it only refreshes the debuff so it ticks every ‘second’ or so. When you have an attack speed of 3 or 4 attacks per second (can be pushed even higher with temporary buffs like Mythical Belgothian’s Sigil), that 20% or 25% chance of seeing a WPS changes drastically, and when you get lucky and see multiple rolls in sequence, you feel like a badass 
Bursting rounds works quite well too.
