Distance vs. priority combined with lack of laboureurs is a game killer?

It seems the priority the laboureurs place on a job is inversly proportional to the distance from the village centre. I.e. the further away, the lower the priority. A situation that occures in the game is that if, or should I say when, you get a laboureur shortage, the jobs furthest away will simply not get done. Imagine then a situation when a map places all (metal, ruins etc) recourses far away on the edge of the map. In such a scenario, no mining will be done and no artifacts will be collected. The player ends up in a limbo, or sort of a catch 22. In order to progress the village needs more villagers, but in order to get more villagers, it needs to evolve and in order to evolve, it needs to make use of the natural resources, but it cannot get the resources untill it get more villagers. The situation will sort it self out, but it will take many many years (50+?) during which the player can basically only wait and watch and hope for the best and not do virtually anything. In this situation, it is touch and go on to just give up on the map and restart a new one and hope the next one has the resources closer to home. That is potentially a bit of a game killer imho.
