Do House produce waste even when unoccupied?

I was looking through my houses, and I have quite a few extra that are not occupied yet, yet they are filled with waste. Do the house generate waste even when not occupied? Or was this house maybe occupied recently (though I haven’t had many deaths) and that is just left over waste? It is in many empty houses though.

No, those would be homes villagers moved out of to other homes closer to work.

The items inside are accessible to others though.
