I’ve heard conflicting accounts about this, but never tested it closely to determine the truth myself. I know you can build roads on top, and then they definitely do, but it doesn’t look as cool. Given that they no longer provide desirability, it would be great if they would match the speed boost of roads by default (t1 = dirt road, t2 = paved road).
Raiders and soldiers avoid plazas (walking on) without a road. Villagers will use them but will also travel via backyards when quicker. I expect there is a small detriment to using the plazas without underlying roads, but it is minimal.
Brick roads would minimize the amount of plazas being built and stacked. Historically though, I believe brick roads are a relatively new pavement and would require some gamesmanship acceptance.

I don’t necessarily want a brick road, just for plaza’s to give equal speed boosts to roads. It seems plausible to me that you could walk faster on a plaza than rough grass and dirt.
