I would say from they way it is worded that everything currently listed, minus the resources spawning in water, will apply to saved games

Unless you talking about the first patch where you had to start over. No other patch so far has caused that.

0.7.5 patch you had to start over if you wanted the rock update applied.

0.7.6 patch you have to start over if you want the no resources spawning in water applied.

Yes. 0.7.5 maps are affected, can confirm.

Clarification, 0.7.6 you have to start over for the no resources in water.
