Does using a Savior's Merit complete Normal/Elite quests, or can you still do them all?

Basically title. I want to unlock the higher difficulties to get a few skill points and be able to jump between difficulties, but I don’t want the actual quest lines in lower difficulties to be inaccessible.

All quests work as normal, certain rewards are just disabled as you get them with the Merits.

I guess I have a different problem then, because I completed the main quest given by Homestead to clear the Dermapteran Queen’s nest on Veteran difficulty and now I have no side or main quests and can’t find anyone to give me one. I thought it might have been related to the Savior’s Merit but you’re saying it’s not…

Thanks, I worked out that it was because I missed Ulgrim at Smuggler’s Pass on the route to Homestead. Once I went back and found him everything kicked off again.
