Earth soil resources and mines configuration

I was thinking a bit about how the clay, sand, rocks and rare minerals are found in real life.

To me it makes sense, if sand and clay would be found in every soft soil. The percentage of the sand or clay in the earth would just define of the mining efficiency in there - like the fertility is making farming more efficient. These mines for clay or sand should not run out ever.

It is OK that small amount of stones are found around, but stone mines should always be endless like with clay and sand. It makes no sense, that endless mines are available only in later tears. If there is like endless amount of sand, clay in the earth accessible or mountain full of stone - why would it require higher society or technology to dig there?
Stones should be 90…100% reusable.

It makes sense that some resources like gold, iron, coal are rare, not so endless and might require some higher digging techs and stronger tools, but clay, sand and stones should be more easily accessible even with smaller town.

Changes in the mechanics of mines and deposits.

I don’t think that deposits should have an infinite limit of resources, but they should contain tens, if not hundreds of times more resources.

But production can be limited by introducing level mines.
Level 1 - 2 workers with shovels
Level 2 - 4 workers with heavy tools
Level 3 - 6 workers, 2 heavy tools

The deposits themselves can be made either rare, or you can add a setting for the number of deposits when generating a session.
