Looking at the stats I would say it’s a really good shield for tanking/health regen builds.
Ive tried to get the suffix “of squalls” on pure armor pieces, Head, Shoulders, Chest, Hands, Legs and Feet. The suffix does not spawn for these items.
So grimcalc needs to update that. Correct me if I am wrong though, however tried to craft a LOT and never got that suffix for these items…
PS: For some reason “of Desolation” can be crafted for pure armor slot items. Which is strange since its similar to “of squall”, but the lighting version of procs, so it might be a bug that the devs have yet to find.

You are incorrect. Of Squalls does spawn on armor. You’ve just been unlucky.
Are you 100% certain man? Cause I have litteraly tried about 2000 scraps. So far no squalls but LOADS desolation. When I craft waist, amulets, rings and such squalls “spawn” as often as desolation.
Unless it somehow bugged in the last update, yes I am 100% certain. I literally have a full set of ‘of squalls’ gear on one character.
So those are crafted by you and not traded and such? Well this is weird in that case, how come every single procc can be crafted for armor except squalls for me. Strange, very strange. Must be bugged 
To update: Most of these crafts have been from CASTER armors, maybe thats why I havent seen it, cause its bugged for caster armour? However, I have tried to get it for every armor piece…
Armour pieces can ubiquitously get the same affixes regardless of whether they are Caster Armor, (Light) Armor, or Heavy Armor.

I had a post from Naslasha the other day asking me why Blessed Whetstone has no mobs to drop from and on searching the .dbr I cannot find this in the components anywhere, but I found Bloody Whetstone in the rare drop table, has it changed name in the past to explain for both versions, or am I missing something in my .dbr searches.

Ah… That does indeed thank you. Turns out I have them listed already, but because in the loot tables it’s just referred to as Whetstone, I had it listed as Whetstone :undecided:
