[Feedback] Activation chance of certain celestial powers should be higher

Namely, Time Dilation, Abominable Might, Howl of Mogdrogen, Bysmiel’s Command.

Now all of them have 20% chance, which is pretty bad considering those are long cooldown ones. Moreover, their affect may be crucial for a build and/or situation (like Time Dilation for defensive cooldowns reset for one).

Here’s a better example: bleeding melee Trickster that uses Howl of Mogdrogen. The skill with highest CD on this build is Shadow Strike with 3,5 s. But lets say I don’t use it? Then it comes down to Ring of Steel at 3 s. Bound to RoS, Howl of Mogdrogen has 68% chance of activating, which is rather low and can hamper performance significantly if you’re unlucky. I had some fights with bosses without HoM activating at all or when the boss was nearly dead, which kinda made this buff useless for that particular fights. If fighting multiple enemies, then yeah, sure, it is almost a guaranteed activation, but why take a chance? It’s not like you spam it or something.

Some offensive powers like Meteor Shower or Whirlpool, on the other hand, have a 30% activation chance, which is totally fine by me of course, but I’m just making a point that long CD buffs need to have a more reliable chance to activate off ~3 s skills which are more common.

Dying God does it right, so why not the others?

Just saying you can bind Howl to PB for a 68% proc chance per blade.
Which results in a 1 - 0.32^5 ~ 99.7% proc chance on a single target.

Of course. But it can make a build more clumsy. At least for my taste. Rend from Huntress has the same 20% activation chance, but it has no cooldown, so being bound to spammable skill it is active all the time basically.
