After playing a bit with Retaliation damage @John_Smith correctly pointed out that “All damage/Total Damage” modifiers don’t affect Retaliation damage.
That affects Might of Amatok’s blessing in Crucible.

Working as intended.
Retaliation has it’s own versions: “+x% to all Retaliation Damage” and “Total Retaliation Damage Modified by x%” (as seen on Markovian’s Defense).
It doesn’t have any buffs in Crucible tho.
That’s not a bug then. What you should be asking is for Retaliation bonuses to be added to Crucible’s buffs (putting aside that I think that should not happen).
Eh, I think I remember at some point that either amatok or vanguard banner granted %retal damage. It’s in one of the patch notes when crate nerfs Vanguard banner.
Total damage affects only standard types- direct or DoT. Special damage like retal or pets should not be affected!
