Do % fire damages applies on burn damages too or only direct fire damages?

PS: Can flame torrent be still effective on end game?
+% fire applies to fire damage only, +% burn applies to burn.
I use Flame Torrent on all my end game fire heroes. It does decent damage, clears trash ok and returns some health if you have Attack Damage converted to Health modifier.
