A smokehouse caught on fire. Laborers came running and put out the fire. After the fire was out and the laborers who put it out had dispersed, a few more laborers came up, one by one, and scooped water, even though the fire was out and there was no other need for drawing water.

I think it’s probably on their queue of things to do but they were so long getting there it was too late. I think if every villagers checked with high frequency whether his queued action still made sense the game would be too process intensive. On a similar note I’ve had villages “retreating” long after the threat has passed.
