I know the stun resistance is low but I didn’t want to rely on Green-MIs.
Hope you can add some ideas on how to improve the build. I think it has too many buttons to press and i haven’t tested it ingame yet, since I’m missing some items.

Also u can use Inquisitor seal transmuter since u don’t rely on casting speed for anything
I am not sure how you want to approach enemies with it. SOme of devotion procs go off from distance (chill spikes, rune), on the other hand you have the leviathan proc on shadow strike, so yo maybe what to reasign some bindings.
Also I would not take the berserker devotion tree as well as the tsunami tree and instead invest into solemn watcher, sailors guide and quill as alternatives.
Your cold damage is very high so you are fine in that regard. I would also make the whole shadow strike tree a one pointer and instead invest tose points into the pneumatic burst line and max out inquisitor seal for the added defences and heals.

The one-pointer on shadow strike is a good idea, will see what i can do with the other skill points then. Took the berserker since i needed the points for whirlpool and pierce res but the devotions are far from optimized.
On the approach I thought about casting some stuff from range and then rush in and wreak havoc among the enemies
I’m assuming you want to stack as much Frostburn as possible and have Cold as a secondary/supporting damage here? (hence why you have skills like Chillspikes or Icechill).
Some quick things I noticed/would suggest are:
-I would swap out your head and amulet for the Mageslayer’s Hood and Protector. This should give you a bit more resist reduction, some more points to spend, more resistances overall and more OA.
-Push Lethal Assault as much as you can, provides nice OA.
-Push Shadow Dance for more DA and Dodge/Deflect.
-Not taking an Inquisitor exclusive is a waste as they are both powerful abilities. If you can find the points, I would push Inquisitor to 50 and take Aura of Censure.
Edit: Yeah, I have seen the Infiltrator builds on the forum but haven’t seen one using Soulrend - which i wanted to use, even if its not the best weapon for this build

Bane of the Winter King has more Cold damage but Soulrend is definitely better for Frostburn stacking due to the weapon’s flat damage and proc dealing Frostburn and the large amount of OA.
Looking over, I have made some changes and arrived at this grimtools link. I’ve tried to detail almost every change I made below with a rough explanation as to why I made the change. I say almost as I left out/forgot a few minor tweaks where I just moved 1 or 2 skill points
Skills
Moved points from Biting Cold to Nightfall. Reason being Nightfall is a significant source of Frostburn and Biting Cold I think provides enough where I have left it.
I’ve tried to stick to what you have shown in your grimtools link above skill-wise. While I didn’t make the next few mentioned (in this paragraph) changes, I personally would drop Rune of Hagarrad to 1 point and move all of the points in Inquisitor Seal/Arcane Empowerment into Elemental Awakening (for more flat Frostburn), Shadow Strike to 16/16 and the last few in random places like Artifact Handling/Biting Cold.
This is because Chillsurge with high investment does respectable damage without having to invest into Hagarrad, DoT builds are mobile in that they can use all of their skills and then kite while their ticks do their work so Inquisitor Seal may not be needed. Shadow Strike is because % weapon damage skills above 100% multiply your weapon’s flat Frostburn thus making it into one of your strongest sources.
Reason being is that Murmur and Viper provide -n% and % reduced resist reduction respectively. Blizzard for completed to take the % duration and flat damage node on the left side and for the affinity it provides. Crossroads Ascendant is also for the affinity.
Gear
Swapped M. Frostdread Cuirass to M. Stormweave Armour. Stormweave has better +skills in Chillsurge/Nightfall and provides Offensive Ability.
Replaced M. Chausses of Barbaros with M. Leggings of the Tranquil Mind. Bit less OA and DA for better resists.
Replaced M. Chilling Grips of Hagarrad with M. Iceskorn Talons. Frostburn duration and flat Frostburn damage.
Replaced Galewind Treads with M. Stormtitan Treads. For health, resists and stun resistance.
Another ring option would be M. Band of the Eternal Haunt for a bit more Cold RR and some Defensive Ability.
Components/Augments
Replaced Runebound Topazes on rings with Vengeful Wraiths. Nice sources of Frostburn duration and Offensive Ability and you should have enough Defensive Ability with the other changes.
Replaced ring/amulet augments with Sylvarria’s Essence. Offensive Ability and Poison resistance.
Replaced Ugdenbog Leather on Legs with Scaled Hide. Armour Absorption.
Replaced Ugdenbog Leather on Shoulders with Living Armour. Armour Absorption.
Replaced Chains of Oleron on chest with Sacred Plating. Armour Absorption.
Replaced Ugdenbog Leather on Handguards with Unholy Inscription. Resists.
Replaced Sacred Plating on Head with Leathery Hide. Stun resistance.
Replaced Seal of Annihilation with Bloodied Crystal. Resists.
Also rearranged augments to cap resists and overcap in some areas.
Overcapping is for countering resist reduction that enemies use which is prevalent when you look at most Nemeses or endgame Bosses like Shar’Zul or Gargobol. Compared to 80% for a damage resistance, if you were for example lowered to 50%, you would theoretically take 150% more damage to that type.
If you can avoid whatever attack deals it or deal with it another way (like waiting for it to run it’s timer or removing the debuff on yourself) then that works too.
