Functionality Question: Wendigo's Mark + Primal Surge

Wendigo’s Mark has a chance to apply to each target hit by a single target or AoE attack, obviously.

My question is in regards to the Primal Strike modifier Torrent (which is basically a chain lightning). Does the Mark have a chance to apply on every target hit by the Torrent, as well?

My search-fu hasn’t found any information on this. Sorry, and thanks for any assistance!

edit: Doh! Just realized I put Surge instead of Stirke in the title. grumble

Well, I found a copy of a character close enough to the build I wanted to try to test this out myself.

It appears, based on my testing, that every target hit by the Torrent does indeed have a chance to have Wendigo’s Mark proc on it. So, effectively, Torrent functions as a standard AoE for procs.
