Why not?

I never use Dynamite now to dismantle for crafting supplies, i always save them for possible Treasure Troves, so i have all these excess Epics items i don’t need.

Why not let us TRY to turn them into Legendary items!

No guarantees but it would be fun to have some sort of animation like gambling, but say with stars lining up or something, and if you luck out say one in 50-100 odds something like that, the stars line up and brighten and BOOM a random legendary drops at your feet!

Well, not against that as long as the chance is really low - important is that it does not defeat the purpose of playing at all.
