I placed 2 large parks midsummer when I had a lot of gold. As winter approached, it became obvious I wouldn’t have enough gold to last the winter. The 800 gold for each park had not yet been delivered so I unchecked Enable Construction for both. They delivered the gold anyway and I went broke until a trader showed up and I could sell stuff.
I don’t know if they were in the process of delivering the gold when I disabled construction, but it shouldn’t matter. I think laborers should return materials to storage if they get to a build site and construction is disabled.
