Yes but it is less desirable against monsters with lower resist. It increases your effective damage against them less than it does monsters with high resist. It multiplies your damage less on low resist monsters than it does against high resist monsters.
I really like the values you set them to, but most of them are still best in slot choices just because of the resist reduction.

The 3 LARGE words combined (1 per rune) did not ring any bells? They describe a location (almost literally by name) that there is only one match of in the game.

Reduced Leech Resistance on Obsidian Defilers to 100%, so that it is susceptible to resist reduction.

It doesn’t matter if resistance goes far below 0 or no, relative damage increase is linear in resistance reduction. It’s also linear in % damage bonuses (and monster health, crit etc.). It doesn’t matter if average resistance reduction on items is 20% or 50%, as long as other factors are scaled accordingly to maintain the same average kill times (technically, %-based resistance reduction screws with this argument, but it’s rare enough).
The problem is that by making average resistances extremely high, every point of resistance reduction is more valuable than any other type of damage increase. This means damage types that have easy access to res reduction and aren’t resisted as much (aether for example) are inherently better than other types of damage (chaos, vitality…).
Each point in res reduction is effectively an extra 5% of “base” damage on average, meaning that difference between the Witchfire’s 20 reduced chaos and Aether bomb’s 33 reduced aether res is 65% of the char’s “base” damage (assuming equal availability of other damage multipliers, flat damage and average monster resistance). Now if monsters didn’t (usually) have base resistance, the difference would be 13% of “base” damage, which is easily made up for with other means and res reduction would be ineffective enough to not warrant tweaking every single patch since B31 (not to mention best attribute on any item). It would also require players to adapt to areas where these resistances appear in much higher values (BoC for chaos for example) and make trade-offs in gearing/skills, or have different farming patterns for different classes (effectively making levelling/equipping multiple chars more fun and less pointless).
Nobody is claiming res reduction didn’t need work. People, including me, are saying this is the wrong way to do it and proving it is a matter of simple math.

It says something along the lines of ‘where the stone are broken and harpies torn out the flesh of the unworthy’, meaning it will be in broken hills. Speaking of which, I could use some help myself, I tried to find the secret area there to no avail after about an hour of searching

Nice little expansion. I was hoping for a new tileset or a couple of new monsters instead of just reskins as well, but the lore and the new dungeon is very good and makes up for it.
I cannot find the third area anywhere…I am running around everywhere…Please some, help!!
For those that don’t want to read lore notes. The new hidden areas are as follows:
1. Bottom right of lower crossing, behind a house is a hidden path.
2. In the middle of broken hills, hard to miss as there is a huge stone door that opens.
3. Askateram valley. As you leave the fort/bridge there is a hidden path to the left that will take you to a cave under the bridge. There is a lose stone inside the cave that you can click to move a rock and access an additional boss.
4. East Marsh, if explored the layout of the area reassembles L shape, imagine it being a square. There will be a door roughly in the middle that you need to click.
