No, as far as I could tell GrimCam is usable without GI.
You can use Ultimate difficulty merits from Forgotten Gods to get all skill/attribute rewards from Normal/Elite difficulty.
We are not going to implement an official infinite stash. That topic has been discussed to death if you want to read on our reasons why.
