So as far as I know, Hand of Ultos’ rr requires weapon damage to be applied. While proc itself has weapon damage, it’s not 100% so I wonder, will it work with properly with Storm Totem? Or will it only be a fraction of %rr if bound to an attack with no weapon damage?
Debuffs on skills don’t depend of availability of weapon damage on that skills. They apply separately.
I mean, Hand of Ultos will apply its RR after it hits something. There’s no WD requirement by any means in that. If your Totem procs it, and it hits something, the something will have its resists reduced by x%.

If it’s built in like in Hand of Ultos, no.
Say it one more - when found on devotion or equipment such effects do require weapon damage, when found on skills - they don’t.
