Hargate recipe level should improve with difficulty

Elite Hargate should be awarding level 50 or 60 relic recipes, not level 35. Ultimate Hargate should reward a level 70 relic recipe.

I’d love to see Hargate get nonduplication logic also, but that’s less important than the fact that he’s giving out level 25-35 scrolls for all three difficulties.

Ditto for the free scroll for completing the Forgotten Passages collection in Arkovian Undercity. Yet another copy of Squall is not a relevant reward in Ultimate.

Going through that place is annoying enough for a scroll you’ve probably already got.
